GB/T 38943的本部分规定了使用外部动力的电力驱动土方机械（EMM）电气系统及其部件的特定安全要求。
本部分适用于车载电压在50 V～36 kV范围内任何频率的交流电和75 V～36 kV范围内的直流电，包括任何重复率脉动直流电的户外使用的机器。
设备内部的电压不是车载电压，因此不在本部分范围内。
本部分与GB/T 38943.1结合使用，GB/T 38943.1规定了电力驱动土方机械的通用要求，GB/T 38943.3规定了自行式土方机械的特定要求。对于既具有自供电又使用外部动力的土方机械（例如具有内置充电器并具有供电功能的电池供电的机器），也应当符合GB/T 38943.3的要求。
