GB/T 38943的本部分规定了自行式（使用车载电源）电力驱动的土方机械（EMM）电气设备及其部件的特定安全要求。
本部分适用于车载电压在50 V～36 kV范围内任何频率的交流电和75 V～36 kV范围内的直流电，包括任何重复率脉动直流电的户外使用的机器。
设备内部的电压不是车载电压，因此不在本标准范围内。
本部分与GB/T 38943.1结合使用，GB/T 38943.1规定了使用电力驱动的土方机械通用要求，不论其供电方式。GB/T 38943.2规定了使用外部动力土方机械的特定要求。对于既具有自供电又使用外部动力的土方机械（例如具有供电功能的内置充电器的电池供电机器），也应当符合GB/T 38943.2的要求。
注： 对于在公路上行驶的机器，汽车标准ISO 6469和/或UN ECE R100可以提供有用的指导。对比要求见附录B。
