本标准规定了新造铁道货车落成后投入使用前对其主要技术性能所进行的检查与试验的术语和定义、检查与试验规则、检查与试验方法。
标准适用于最高运行速度小于或等于120 km/h、轴重小于或等于30 t的新造铁道货车的检查与试验。最高运行速度大于120 km/h、轴重大于30 t或结构和运用有特殊要求的新造铁道货车（如：长大货物车、液化气体铁路罐车等)可参照执行。
