本标准规定了在试验温度下液体绝缘材料的介质损耗因数、相对电容率和直流电阻率的测量方法。
本标准主要是对未使用过的液体做参考性试验，但也适用于在运行中的变压器、电缆和其他电工设备中的液体。然而，本标准只适用于单相液体，当做例行测量时可以采用简化方法和附录C所述的方法。
对于非碳氢化合物绝缘液体，则要求采用其他清洗方法。
