GB/T 5959的本部分规定了通常由红外发射器产生的红外辐射在装置内明显超过热对流和热传导，作为传热方式，向被处理材料传递能量的工业电热设备和装置的安全要求。范围的进一步限制是在空气或真空中最大光谱辐射波长在780 nm以上，且通过诸如热辐射或高压电弧发射宽波段连续光谱的红外发射器。
GB/T 5959.1—2019将红外定义为频率范围在大约400 THz~300 GHz之间的光学辐射。在真空中的对应波长范围在780 nm~10 μm。工业红外加热通常使用额定温度在500 ℃~3 000 ℃的红外源，从这些红外源发出的辐射主要位于780 nm~10 μm的波长范围内。
由于大量的热发射器的发射波长可能低于780 nm或高于3 000 nm，所以本部分同样考虑了可见光和波长超过3 000 nm的辐射的安全方面的问题。
