本标准规定了以滴定法测定色漆和清漆用漆基中被酯化的酸的含量（包括漆基中游离酸和酸酐的含量）的步骤。
由于不同漆基的耐皂化性不同，因此本标准具有适用上的局限性。如有必要，可在更苛刻的条件下重复该实验来测试完全皂化值，如延长皂化时间，提高氢氧化钾溶液浓度，或者用沸点更高的醇作溶剂。
本标准不适用于超出正常皂化作用而与碱可进一步反应的漆基。
附录A规定了难皂化的漆基的皂化值的测定方法。
