本标准适用于不带有完整天线的接收设备，其音频带宽不超过10 kHz的全载波（H3E)、减幅载波（R3E)和抑制载波（J3E)、包括独立边带（B8E)的接收机；也适用于可以兼容接收双边带调幅话（A3E)、等幅报（A1A、A1B)的接收机。
