本标准用生产方风险点和使用方风险点检索方案。这些方案不仅适用于验收抽样的目的，也适用于对比率的简单假设的统计检验。
本标准的目的是提供对检验结果的序贯评定程序，使用此程序可通过拒收劣质批给生产方施加经济和心理上的压力，促使其提供具有高接收概率的优质批。同时，给劣质批的接收概率规定一个上限以保护使用方。
