本标准规定了高速工具钢的订货内容、分类、尺寸、外形及其允许偏差、技术要求、试验方法、检验规则、包装、标志及质量证明书等。
本标准适用于截面尺寸（直径、边长、厚度或对边距离）不大于250 mm的热轧、锻制、冷拉等高速工具钢棒（圆钢、方钢、扁钢、六角钢等的总称，以下简称钢棒）、盘条及银亮钢棒，其化学成分同样适用于锭、坯。
