本指导性技术文件描述低压交流电源（≤1 000 V）中的浪涌电压、浪涌电流环境，不包括其他的电能质量问题，如电压跌落、电噪声等。标准中所考虑的浪涌持续时间不超过半个工频周期，这些浪涌可以是周期性的，也可以是随机事件，可以出现在火线、零线以及地线之间。一般通过浪涌保护器（SPD）限制电压和电流的幅值来分流危险的浪涌能量，对于只会对设备造成干扰的浪涌一般采用其他方法消除。
