本指导性技术文件规定了构成及接入智能电网设备的电磁兼容（EMC）要求、试验条件等，具体针对智能电网用户端设备和发电厂及变电站二次设备。
本指导性技术文件适用于构成及接入智能电网的设备（见图1的虚线框），主要包括智能电网用户端设备、发电厂及变电站二次设备。
其中智能电网用户端设包括但不限于：
--智能电网用户端使用的设备；
--智能电网测量、保护或控制模块的设备（例如安装在用户端的智能仪表或辅助设备）；
--用户端的区域发电或者储能设备（例如智能电网功率转换装置）。
