Women’s entrepreneurship—Key definitions and general criteria
Scope of Application：
This document defines a set of general definitions related to women's entrepreneurship, applicable to women-owned enterprises, women-led enterprises, women-led cooperatives, and women-led informal enterprises. The definitions provided in this document are intended for use in women's economic empowerment programs (such as procurement and trade programs) and for collecting internationally comparable data on women's entrepreneurial capacity, including their impact on local and national economies. This document also specifies criteria for determining key factors related to these definitions, such as ownership, management, and control, and how to address investment dilution.
Note: If an enterprise does not meet any of the definitions provided in this document, it does not imply that the enterprise is male-owned or male-led. This document does not provide recommendations for project implementation based on the definitions and criteria, such as public procurement. Additionally, this document does not address issues related to promoting conformity assessment.
