Scope of Application：
This document defines statistics, terminology and quality standards for web archiving. The document considers the needs and practices of a wide range of institutional organizations such as libraries, archives, museums, research centers, and cultural heritage foundations. This document is intended for experts directly involved in web archiving, usually a team of leading decision makers, engineers, and preservation managers at a web archiving institution. It is equally useful for funding agencies and stakeholders of web archiving institutions. The terminology used in this document attempts to be able to convey the wide range of interests and expertise possessed by the audience and to strike a balance between computer science, management, and librarianship.
This document does not apply to the management of academic and commercial electronic resources, such as e-journals, e-newspapers, or e-books, which are often stored and processed separately using different management systems. While they are considered Internet resources, they are not described in this document as specific content streams for Web archiving. Some organizations also capture electronic documents distributed over the Web, such as through publishers' electronic repositories and warehousing systems, and these are also outside the scope of this document. The principles and technologies used for this type of capture are very different from web archiving, so the statistical data and quality metrics in this document do not necessarily apply.
This document focuses on the principles and methods of web archiving and does not cover other ways of harvesting Internet resources. In fact, some Internet resources, especially those that are not distributed on the Web (e.g., communications in the form of e-mail), are not captured through Web archiving techniques, but rather through other means, which are also outside the scope of application of this document.
