GB/T 21296的本部分规定了弯板式动态公路车辆自动衡器（以下简称弯板式动态汽车衡）的术语和定义、构成、分类与命名、计量要求、技术要求、布局要求、安装条件及维护要求、WIM系统功能及数据要求、测试方法、检验规则，以及标志、包装、运输和贮存等。
本部分适用于在公路车辆动态行驶过程中，以嵌入路面并与路面平齐的方式安装于称量控制区的多个弯板传感器组合，测量车辆轮载荷（若适用）、轴载荷、轴组载荷（若适用），并获得车辆总重量的自动衡器和系统。无称量控制区的弯板式动态车辆自动衡器可参照执行。
本部分不适用于设置单侧弯板传感器仅测量单侧轮重，然后通过倍乘获得轴重、轴组重、整车质量的衡器。
