本文件规定了手持便携式动力驱动带回转或不带回转功能的冲击式机器手柄部位手传振动辐射测量的试验方法，涉及的产品有便携式凿岩机、小炮孔钻、回转锤、破碎器（如：路面破碎器、混凝土破碎器或道路破碎器）、铆钉机、气铲、镐或类似工具，确定了型式试验状态下操作装有插入工具机器时手柄握持部位振动大小的型式检验程序。其测得的结果用于比较相同型式不同型号机器的振动量。
本文件适用于由压缩空气或其他方式驱动，用于在岩石和混凝土等坚硬材料上钻孔的手持式机器（见第5章）；也适用于在坚硬材料（混凝土、岩石、人行道、沥青路面等）上进行向下破碎作业的破碎器，以及在任意方向进行铆接和凿毛作业的锤类工具。
本文件不适用于纯冲击机构的冲击钻，以及推力靠附加装置提供而不是用手来施加的气腿式凿岩机。
