本标准适用于通过探测临界事故产生的γ辐射和/或中子，而发出报警的设备。
本标准主要用于设备的设计，不涉及该设备的布置需求。临界报警设备的布置需求以及使用方法在ISO 7753和ISO 11320中描述。
临界报警设备的主要目的是探测临界事故产生的辐射，并警告人员。该设备应提供适当的报警，在临界事故发生时，警告临界事故区域和临近受影响区域(通常是整个核设施)的人员。该报警目的是触发撤离报警，减少人员受到严重照射的可能性。
该设备也可具备辅助功能，例如：设置事故期间辐射水平的连续测量，该设备仅在不影响临界报警及本标准中描述的重要特性(例如：可靠性)时，才可以使用这些辅助功能。
本标准的目标是规定一般特性、辐射探测、环境、机械、电磁兼容和文件的要求，并制定临界事故报警装置的验收准则。
本标准不适用于光子或中子剂量当量(率)测量仪或监测仪，该仪表由IEC 60532、IEC 60846(所有部分)、IEC 61017(所有部分)和IEC 61005规定。本标准也不适用于核反应堆控制和安全系统的设备和部件。
