本文件规定了金融工具分类(CFI)编码和定义，可应用于国际现行的金融系统中。本文件中金融工具的分类原则既可适用于国际间交易的金融工具分类，也可适用于我国国内的金融工具分类。“金融工具”一词不仅包含了传统的证券，同时也包含了近些年在不同市场上出现的创新型金融产品(而且金融工具创新的趋势未来仍会持续下去)。本文件为证券行业的管理及交易的实际应用而制定。至今为止，各国证券的管理和交易都是独立进行的，对本国以外并不产生影响。因此，本文件的应用也是由各国相关机构，如各国股票交易所、银行、经纪人、管理机构及其他相关证券机构自行决定的。原则上，CFI编码本身反映了发行的金融工具在其不变期内所定义的特征。但是，某些变动也能导致为原来预期的金融工具重新分配新的CFI编码，这些变动的情况包括股东大会决议的表决权或所有权的变动等。
