本标准规定了绿化用有机基质的术语和定义、技术要求、检测方法、检验规则、标识以及包装、运输和贮存要求。
本标准适用于以树皮、枯枝落叶、树枝粉碎物、糠皮、麦麸、稻壳、玉米芯、花生壳、核桃壳、椰糠、作物秸秆、木屑、芦苇末等植物性材料以及食品厂下脚料(蔗渣、糟渣、醋渣等)、中药渣等城乡有机废弃物作为主要原料，添加其他辅料，经堆制发酵等无害化处理后，粉碎、混配形成的绿化用有机基质。其主要用途是改良绿化土壤，部分或全部替代泥炭或自然土壤用于绿化植物种植。
