Scope of Application：
速度和功率试航的主要目的是确定规定条件下船舶在速度、功率和转速方面的性能，从而验证船舶是否达到EEDI规则和/或合同规定的航速。
考虑速度、功率和螺旋桨转速之间的关系，本文件定义并规定了在准备、实施、分析和报告船舶测速试航中的下列步骤：
——各方职责；
——试航准备；
——船舶状态；
——限制的天气和海况；
——试航步骤；
——试航实施；
——必要的测量；
——数据采集和记录；
——评估和修正步骤；
——结果处理。
合同航速和EEDI航速在特定船舶状态及吃水下确定（合同吃水和/或EEDI吃水）。对于EEDI，环境条件为：无风、无浪、无流和15 ℃的深水。
实际试航中不可能完全实现规定条件，故不得不考虑对某些环境条件进行修正，例如水深、海面风、浪、流和船舶吃水。因此，在速度和功率试航中，既要测量轴功率和船舶速度，也要测量船舶相关数据和环境条件。
本文件仅适用于排水型船舶。
本文件中，表示角度的单位为弧度（rad），表示速度的单位为米每秒（m/s），但也可使用度（°）作为角度单位，节（kn）作为速度单位。因此，如无说明，计算公式中角度和速度的单位均为弧度（rad）和米每秒（m/s）。此外，为方便本文件用户，也会在适当位置同时给出以度和节为单位的数值。
若不能满足本文件规定的条件，则可根据船东、验证方、船厂达成的书面协议进行实际操作。
