本文件提供了地面诱导结构噪声和地传振动现场测量的标准化指南，以便比较及在未来不断发展经验模型。同时为了确保人体暴露在居住建筑物内评价的可靠性，也提供了测量的基本要求和实践经验。
对轨道系统运营产生的地面诱导结构噪声和地传振动进行现场测量的原因有很多，如GB/T 33521.1-2017的7.2中详细说明的从投诉调查到预测模型验证、诊断和研究。在本文件中，考虑了两个评价范围。
a） 范围1为建筑物房间内楼板振动和噪声的基本测量，以评价人体暴露于地传振动和地面诱导结构噪声。两个准确度等级为：
1） 最低精度的基本测量；
2） 减小不确定度的测量，重现性更好，更适于预测。
地面诱导结构噪声关注的是房间中建筑构件（如楼板、墙和天花板）振动辐射的噪声，因此最好用一个声学量和振动量来表示。识别地面诱导结构噪声（与空气噪声不同，可能也存在）需要同时测量噪声和振动。然而很低频率振动（低于10 Hz～16 Hz）的情况下仅需振动测量。嘎嘎声也可能由振动引起，振动可能来自建筑构件或家具。本文件不描述这种现象的特征，但是当其发生时记录在场情况。
注： 在某些情况下，范围1在建筑物外部的地面测量（以解决无法进入室内测量或遵守国家法规），尽管通常首选建筑物内的测量。
b） 范围2为传递至建筑物的振动评价测量，包括在建筑物基础或基础附近的振动测量，以及建筑物附近地面的振动测量，以估计建筑物耦合损失和建筑物传递率。
本文件不涉及在轨道附近（地面或隧道内）进行的振源特性测量。
为了在各次调查中获得一致的最小数据集而规定了要求，以便对不同地点的数据进行比较。
