Scope of Application：
本文件规定了有色重金属冶炼企业单位产品能源消耗限额等级、技术要求、统计范围和计算方法。
本文件适用于以下有色重金属铜、锌、铅、镍、锡、锑、再生铅、钴及铋冶炼企业能耗的计算、考核，以及对新建及改扩建项目的能耗控制。
a) 以铜精矿、粗铜、杂铜(包括黑铜、再生铜合金原料、再生铜原料、分拣除杂后的其他含铜物料等)为原料的铜冶炼企业。不适用于处理含铜危险废物(如含铜污泥、含铜烟尘)的铜冶炼工艺、含铜物料浸出电积工艺和含铜矿石直接堆浸工艺。
b) 以锌精矿、铅锌混合精矿、含锌二次资源为原料的锌冶炼企业。
c) 以铅精矿、粗铅为主要原料的铅冶炼企业，以及以粗铅为原料的铅电解精炼企业。不适用于密闭鼓风炉(ISP法)炼锌综合回收铅工艺和以冶炼废渣为主要原料的回收铅的生产企业。
d) 处理硫化镍精矿的镍熔炼、镍精炼企业。不适用于以氧化镍矿为原料的镍冶炼企业。
e) 以锡精矿为主要原料的锡冶炼企业。不适用于以综合回收为主的锡冶炼企业。
f) 以硫化锑精矿、硫氧混合锑精矿和脆硫铅锑精矿为原料采用鼓风炉粗炼工艺和以硫化锑、硫氧混合锑低品位矿(锑品位为10%~20%)为原料采用平炉粗炼工艺的锑冶炼企业。
g) 以废铅酸蓄电池、金属态铅废料为原料的火法再生铅冶炼企业。
h) 以硫化钴铜矿、粗碳酸钴、粗氢氧化钴、白合金、电池废料以及镍冶炼钴渣等为原料的钴冶炼企业。
i) 以硫化铋精矿、氧化铋精矿为原料的铋冶炼火法、湿法冶炼企业。
