本文件规定了机动车乘员用安全带和约束系统的技术要求、在车辆上的安装要求、使用要求，描述了相应的试验方法和同一型式判定。
本文件适用于：
——前向座椅、后向座椅和侧向座椅上安装了作为成年乘员独立装备单独使用的安全带和约束系统的M类和N类车辆；
——M类和N类车辆前向座椅、后向座椅和侧向座椅上作为成年乘员独立装备单独使用的安全带和约束系统；
——安装了儿童约束系统的M类和N类车辆；
——在M类和N类车辆上安装安全带及相应安全带提醒装置的所有乘坐位置；
——为M3类（Ⅱ、Ⅲ或B类）车辆侧向座椅设计安装的安全带和整体式通用ISOFIX儿童约束系统在车辆上的安装，但仅在车辆制造商提出要求的情况下适用。
