本文件适用于公称尺寸（直径、边长、厚度或对边距离）不大于350 mm的热轧、锻制高速工具钢棒材（圆钢、方钢、扁钢、六角钢等的总称，以下简称钢棒）、盘条、钢丝及银亮钢棒，公称厚度不大于4 mm的冷轧钢板和公称厚度不大于15 mm的热轧钢板，公称直径1.0 mm～15.0 mm表面为磨光或冷拉的预硬化高速工具钢棒（以上统称为钢材）；其化学成分同样适用于钢锭、钢坯。
