本文件作为通用EMC发射标准，仅适用于未发布相关专用产品或产品类EMC发射标准的情况。本文件规定的发射要求，适用于在商业和轻工业场所(见3.1.3)环境中使用的电气和电子设备。本文件适用于满足以下使用限制的设备：--定义为专业设备(见3.1.13)；--经过专业的安装和维护(见3.1.14和第6章)；--预期不在居住场所使用(见3.1.16)。对于不满足这些限制，但在商业和轻工业场所使用的电气和电子设备，则IEC 6100063适用。制定本文件目的是使所有在居住、商业和轻工业环境中使用的设备被IEC 6100063或本文件覆盖。如有分歧，则适用IEC 6100063的要求。本文件规定了频率范围为0 Hz～400 GHz的发射要求。本文件规定了频率范围高达400 GHz传导和辐射发射测试要求，其目的是给以上规定的电磁环境中使用的接收设备提供足够的保护。本文件建议的试验并未包括全部的骚扰现象，而仅考虑与本文件所列环境内运行设备相关的骚扰现象。本文件的发射要求不适用于国际电信联盟（ITU）定义的无线电发射机的有意发射及其谐波。
